Generally, a "rain parka" is a garment that comes down over the hip and has a hood. A "jacket" usually is shorter and it may or may not have a hood. Whether or not it has a hood can very critical to some types of jobs. Usually raingear is just a shell (non-insulated) and other than the fact they stop the wind and water, they are not considered "Thermal Units".
