Generally a "Rain Parka" is a garment that comes down over the hip and has a hood. A "Jacket" usually is shorter or doesn't have a hood. Whether or not is has a hood can be very critical to some types of jobs. Usually raingear is just a shell (non-insulated) and other than the fact they stop the wind and the water, they are not considered "Thermal Umits".

Some times we're asked "Why make a rain parka without a hood?"

'Coupla reasons.  There are some jobs that require the style of hard hat that just won't fit under a hood.  There are some jobs where hearing is critical and a hood cut block out sound...like someone trying to warn you that a tree is falling.  Sometimes using a heavier fabric will make a stiffer hood and if you turn your head real quick, you could be looking at the inside of your hood.

Some people just prefer to wear Sou'Westers.  It gives them that 'ole time feeling of freedom.
